In an continuing effort to enhance programs and services offered to our members, PARSAC has partnered with its excess provider, CSAC-EIA, to provide members with an extensive array of videos on safety and loss control training. Benefits of this new program include:

Under California Vehicle Code § 16051, the State of California requires that at all times, evidence of coverage is to be maintained with each vehicle. PARSAC has developed a vehicle identification card [PDF] for our members to place in each of their city/town’s vehicles.
The Vehicle Identification Card is also included in the PARSAC Vehicle Accident Packet. The Accident Packet is a very useful tool that the Board recommends be placed in every city owned vehicle. The packet includes detailed instructions for employees to follow after an accident, witness cards, idenfitication card, and Accident Report Form.

PARSAC’s goal is to take all necessary practical steps to safeguard our member entities from incurring losses. By incorporating loss control programs that recognize potential hazards and implementing loss control countermeasures, exposures may be eliminated or reduced before a loss occurs. One such program that has been implemented is a global safety program, which encompasses all aspects of safety and loss prevention.
This three-year program is intended to reduce loss frequency, severity and unpredictability through loss prevention, loss reduction and exposure avoidance. The first year will assess the needs of our members, as well as PARSAC as a whole. This includes surveying individual members, coupled with a site visit to evaluate the status and effectiveness of the member’s existing safety program. Year two and three will continue focusing and providing ongoing assistance and development of programs and training in areas such as:
- Injury & Illness Prevention Program
- Cal/OSHA Program Reference Materials
- Cal/OSHA 300 Form
- Cal/OSHA Posting Requirements
- Workplace Inspections
- Respirators
- Confined Spaces
- Lockout/Tagout
- Hazard Communications
- Employee Training
- Federal OSHA e-tools
- Molds
By the end of the third year, this comprehensive safety program will not only prevent losses and reduce the severity of losses, but also promote better working conditions, higher employee morale, increase productivity and result in reduced costs and ultimately lower premiums to all member entities.

Skateboard Park Design Standards
Since 1999 PARSAC has been very proactive in developing design standards [PDF] for the coverage of member entities' skateboard park in order to minimize our pool's exposure and make the skateboard parks attractive and challenging for all levels of skaters.
More recently, in addition to concrete-designed parks, the standards were revamped to address other mediums such as wood, steel, fiberglass, plastic and composite materials. The guidelines also include specifications for maximum height, surface transition, rails, slope and finish, plus maintenance of the park and skate surfaces.
Member entities intending to construct skateboard park facilities must have plans and specifications prepared and stamped by a licensed design professional. Further, a licensed design professional (i.e., architect, engineer, landscape architect, etc.) must certify that the park is in compliance. Please contact PARSAC if you have any questions on these design standards.
PARSAC is committed to providing ongoing training to assist member entities in all aspects of risk management and loss control. PARSAC also offers members a $1,000 stipend each fiscal year that can be used for risk management training.
